Conventional gender analysis of development policy does not adequately explain the slow progress towards gender equality. Our research analyses the gender discourses embedded in agricultural and rural development policies in Myanmar and Nepal. We find that both countries focus on increasing women’s participation in development activities as a core gender equality policy objective. This creates a binary categorisation of participating versus non-participating women and identifies women as responsible for improving their position. At the same time, gender (in)equality is defined exclusively (...) as a women’s concern. Such discourses, as constitutive practices, produce specific knowledge about rural women and new subjectivities that prescribe and govern them solely as subjects of development. Our research suggests that such a limited discursive practice invisiblises gendered power relations and structural and institutional issues, ultimately slowing progress towards gender equality. We demonstrate the importance of studying policy as discourse, beyond the effectiveness of policies or mainstreaming tools, and call for empirical evidence on the impact of these discourses on women’s subjectivities and lived experiences. This article introduces and defines the Health in All Policies concept and examines existing state legislation, with a focus on California. The article starts with an overview of HiAP and then analyzes the status of HiAP legislation, specifically addressing variations across states. Finally, the article describes California's HiAP approach and discusses how communities can apply a HiAP framework not only to improve health outcomes and advance health equity, but also to counteract existing laws and policies that contribute to health inequities.

Objective: Deep brain stimulation targeted to the ventral intermediate nucleus of the thalamus is effective for motor symptoms in essential tremor, but there is limited data on cognitive outcomes. We examined cognitive outcomes in a large cohort of ET DBS patients.Methods: In a retrospective analysis, we used repeated-measures ANOVA testing to examine whether the age of tremor onset, age at DBS surgery, hemisphere side implanted with lead, unilateral vs. bilateral implantations, and presence of surgical complications influenced the cognitive outcomes. Neuropsychological (...) outcomes of interest were verbal memory, executive functioning, working memory, language functioning, visuospatial functioning, and general cognitive function.Results: We identified 50 ET DBS patients; 29 males; the mean age of tremor onset was 35.84 years with a median age of 38 years. The mean age at DBS was 68.18 years. There were 37 unilateral 30 left, seven right, and 13 bilateral brain implantations. In the subgroup analysis, there was a significant interaction between assessment and age of tremor onset ; F = 4.47; p = 0.043 for working memory. The post hoc testing found improvements for younger onset ET. Similarly, there was a significant interaction between assessment and complications vs. no complications subgroups; F = 4.34; p = 0.043 for verbal memory with worsening scores seen for ET patients with complications. The remaining tests were not significant.Conclusion: In this large cohort of ET patients with, DBS was not accompanied by a significant decline in many cognitive domains. These outcomes were possibly related to the selection of patients with normal cognitive functioning before surgery, unilateral DBS implantations for the majority, and selection of patients with optimal response to DBS. The many genetic complementation groups of DNA excision‐repair defective mammalian cells indicate the considerable complexity of the excision repair process. The cloning of several repair genes is taking the field a step closer to mechanistic studies of the actions and interactions of repair proteins. Early biochemical studies of mammalian DNA repair in vitro are now at hand. Repair synthesis in damaged DNA can be monitored by following the incorporation of radiolabelled nucleotides. Synthesis is carried out by mammalian cell extracts and (...) is defective in extracts from cell lines derived from individuals with the excisionrepair disorder xeroderma pigmentosum. Biochemical complementation of the defective extracts can be used to purify repair proteins. Repair of damage caused by agents including ultraviolet irradiation, psoralens, and platinating compounds has been observed. Neutralising antibodies against the human single‐stranded DNA binding protein (HSSB) have demonstrated a requirement for this protein in DNA excision repair as well as in DNA replication. (shrink)

If stem cell-based therapies are developed, we will likely confront a difficult problem of justice: for biological reasons alone, the new therapies might benefit only a limited range of patients. As nursing moves towards a holistic approach to care, its publications on sexuality have proliferated. 'Sexuality' and 'Gender' are concepts which are extremely difficult to define. While sex refers to the physical differences of the body, gender concerns the psychological and sociocultural differences between females and males. This distinction between sex and gender is fundamental, since many differences between females and males are not biological in origin. And, when a person's gender and sex fall together in accordance with social norms, (...) it may not necessarily be a similar correlation for every individual. The nature of these similarities is essentially threefold. First, Thomas, Savage and Webb accept that there should be a nursing definition of sexuality. In different ways they acknowledge and refer to it as an integral part of a person's being and self concept. Secondly, the authors underline some of the complexities and difficulties nurses have defining and dealing with it in professional relationships as well as on the level of self reflection, knowledge, attitudes and beliefs. Thirdly, all three surveys show why such difficulties prevail, and go on to make suggestions for change in nursing interventions and training. This article summarizes these contributions and discusses the ethical problems which nurses face in dealing with the sexuality of their patients. The effects of colonisation including racism continue to impact negatively on Aboriginal health outcomes, despite being under‐recognised and under‐reported. Many Aboriginal people (...) find hospitals unwelcoming and are reluctant to attend for diagnosis and treatment, particularly with few Aboriginal health professionals employed on these facilities. In this paper, scientific literature and reports on Aboriginal health‐care, methodology and cross‐cultural education are reviewed to inform a collaborative model of hospital‐based organisational change. The paper proposes a collaborative model of care to improve health service delivery by building capacity in Aboriginal and non‐Aboriginal personnel by recruiting more Aboriginal health professionals, increasing knowledge and skills to establish good relationships between non‐Aboriginal care providers and Aboriginal patients and their families, delivering quality care that is respectful of culture and improving Aboriginal health outcomes. A key element of model design, implementation and evaluation is critical reflection on barriers and facilitators to providing respectful and culturally safe quality care at systemic, interpersonal and patient/family‐centred levels. Nursing Inquiry 2012; 19: 51–62 The complexity of postpartum mental health and illness: a critical realist studyPostpartum depression (PPD) is a major public health issue that profoundly impacts the woman, her infant and family. Although it may be linked to hormone changes, no direct hormonal aetiology has been established. A large body of evidence implicates numerous psychosocial predictors of PPD. While a history of depression predicts about 50% of cases (...) of PPD, it remains unclear why some women with a history do not develop depression following childbirth, even taking psychosocial factors into account. The aim of this study was to identify the main mechanisms and factors associated with the presence or absence of PPD in women with a history of depression, and the presence of PPD in women without a history, using a critical realist approach. The findings indicate a number of personal and contextual factors that influence postpartum mental health and illness. In addition, and perhaps most importantly, women who did not develop depression identified goal‐oriented actions that were protective. These factors and processes did not exist in isolation and the interplay among them in influencing health was apparent. More research is needed to explore the effects of these mechanisms in different contexts. (shrink)

In his renowned collection Philosophy as a Way of Life, Pierre Hadot suggests that the original trait of philosophy as a method by which one exercises themselves to achieve a new way of living and seeing the world fails with the rise of modernity. In that time, philosophy increasingly takes on a merely theoretical aspect, tending toward a system. However, Hadot himself glimpses at the dawn of modernity some instances of the original trait of philosophy still very much present, (...) and in his wake, Michel Foucault warns that between the late 16th and early 17th centuries the philosophical question of the reform of the mind attests to a still very close link between asceticism and truth. This book aims to develop just such an idea by thoroughly analyzing the most representative works of the reform of the mind in the early modern period: Francis Bacon's New Organon (1620), René Descartes' Discourse on the Method (1637), and Baruch Spinoza's Treatise on the Emendation of the Intellect (1677). From this analysis it will emerge that these modern works fully deserve to be counted among the tradition of philosophy as way of life. On closer inspection, the inquiries about method elaborated in these works are fully understandable only when read in the light of a broader and more complex philosophical need: to establish the spiritual conditions for accessing truth and aspiring to full self-realization. All rights reserved.Cell walls of grasses, including cereal crops and biofuel grasses, comprise the majority of plant biomass and intimately influence plant growth, development and physiology. However, the functions of many cell wall synthesis genes, and the relationships among and the functions of cell wall components remain obscure. To better understand the patterns of cell wall accumulation and identify genes that act in grass (...) cell wall biosynthesis, we characterized 30 samples from aerial organs of rice at 10 developmental time points, 3-100 d post-germination. Within these samples, we measured 15 cell wall chemical components, enzymatic digestibility and 18 cell wall polysaccharide epitopes/ligands. We also used quantitative reverse transcription-PCR to measure expression of 50 glycosyltransferases, 15 acyltransferases and eight phenylpropanoid genes, many of which had previously been identified as being highly expressed in rice. Most cell wall components vary significantly during development, and correlations among them support current understanding of cell walls. We identified 92 significant correlations between cell wall components and gene expression and establish nine strong hypotheses for genes that synthesize xylans, mixed linkage glucan and pectin components. This work provides an extensive analysis of cell wall composition throughout rice development, identifies genes likely to synthesize grass cell walls, and provides a framework for development of genetically improved grasses for use in lignocellulosic biofuel production and agriculture. ExcerptDavid Graeber and David Wengrow, The Dawn of Everything: A New History of Humanity. New York: Farrar, Straus and Giroux, 2021. Pp. 704. The Dawn of Everything is not just a massive book in terms of its total number of pages but also in the amount of archaeological evidence discussed concerning human “prehistory.” The authors range over current disputes within their disciplines as well as discussing in some detail political philosophies of the seventeenth and eighteenth centuries. In spite (...) of its size and range, the book has been widely reviewed and has had a publication success rarely seen with academic works. Attention to it may be in part due to the publishing career of its co-author David Graeber, who tragically died in 2020 just before the book appeared in print. The reason I mention this point is that Graeber’s work had both an academic and non-academic audience, in such books as Bullshit Jobs: A Theory, Debt: The First 5,000 Years, and The Democracy Project: A History, a Crisis, a Movement. He also had a public profile during the Occupy Wall Street movement beginning in 2011, which highlighted his advocacy of anarchism. Graeber’s political philosophy plays a significant role in this book. (shrink)

Self destruction, inapprehensible an option as it might be, has been a challenging issue for philosophers and scholars since the dawn of time, forcing meditation into a vigorous and everlasting debate. The core question is: could suicide ever be deemed rational a choice? And if so, could it count as a moral alternative, if the circumstances call for it? The Stoics from Zeno up to Epictetus and Seneca regarded suicide as the ultimate resort, as the utmost opportunity for a (...) rational being to maintain his virtue, when all other bridges are burnt. For an act to be moral, it has to be deliberate, as well as the manifestation of an established evaluative hierarchy, however spontaneous and instantaneous might the latter be. In other words, a moral act is one that agents rationally opt for over other possible alternatives, on the subjective basis of their alleged best interests. Modern philosophers as Tom Beauchamp, Margaret Battin and Jacques Choron stress the criterion of rationality as a key issue regarding the ethics of suicide. Utilizing Rorty’s second definition of rationality, the article examines whether self destruction can be the outcome of proper evaluative assessment and deliberation, given that, as T. N. Pelegrinis suggests, such an evaluation seems to rest on a symmetry case, which might hardly be based on sound foundation. (shrink)

MANET can suggest both ‘[art] remains’ and ‘[death] awaits’. All four of these meanings work together to capture the tension between human transience and artistic (...) immortality. In the nineteenth century, natural theology was ‘natural’ because the evidence was taken from direct observation of the natural world, or from observations made in the increasingly specialised settings of science. It was ‘theological’ because such evidence was interpreted in light of the attributes of God laid out in the Bible and in Christian doctrine. However, the extent to which the evidence of revelation was augmented or superseded by the facts provided by reason varied between authors. This chapter discusses how (...) different authors structured their design arguments, and shows that design arguments were increasingly recalibrated to incorporate new scientific evidence. But the basic premise of a theistically designed world also remained widely accepted by scientists and the reading public alike at the dawn of the twentieth century. (shrink)

In the event, a strong Buddhist presence from Europe, Thailand, and Japan (...) ensured that distinctive, even conflicting Buddhist views of Christianity were represented at the Lund conference. But there were also some impressive attempts by Christians to come to terms with the history of the relationship and its implications for theology.A feature of the conference was personal testimonies to lives transformed by awareness of other traditions. Eshin Nishimura described his "Zen way—with Christians," starting with his contacts with Quakers in postwar Japan and America. In an extremely interesting and controversial session, Sulak Sivaraksa of Thailand and Reimyo Tierelinckx, a Belgian living the life of a Zen nun in Dortmund, Germany, disagreed about those aspects of Christianity that are actually relevant to Buddhism: social action or contemplation? In his Christian response, Jacques Scheuer emphasized the "always already, always now" character of grace and the eschatological perspective of "Christ ahead of us" as a fundamental contrast, while Asa Egner pointed out the difference between salvation without self-interest and the "god" of capitalism.There were also examples of how Buddhism is understood by Christians in specific contexts. Sulak Sivaraksa recalled the intolerance of the missionaries in Thailand, who assumed they had a monopoly on truth and morality and were "not comfortable with differences." On the other hand, they stimulated renewal in the Theravada sangha and forced Buddhists to confront structural violence. Kosuke Koyama, who was one of those missionaries, said he became more relaxed about living in space-time as the coordinates of divine-human encounter, but questioned whether dependent coorigination and the Buddhist emphasis on psychology leave enough room for a sense of history. Yet Buddhism too requires that we make an effort to "put out the fire," which in today's context should lead to a hermeneutic of ethical action. Eshin Nishimura told how Buddhism, even before it reached Japan, had begun to conceive of the Buddha as an absolute being transcending time and space who was to be worshipped as a savior. He startled participants by speaking of "the secret reason why [End Page 195] Japanese Buddhism is so degenerate," which he later clarified to some extent by illustrating how practice can have priority over charity.Though there was plenty of opportunity to practice at the conference, the personal side was complemented by a number of first-rate scholarly studies of both history and theology/buddhology. Elizabeth Harris drew on her firsthand knowledge of Sri Lanka to analyze the different phases the Christian understanding of Buddhism passed through there. In the period 1800-1830 there was puzzlement among the British as to whether the Buddha was a god or a man who proposed a "system of undisguised atheism." Between 1830 and 1870, though the realization was dawning that Buddhism represented a high degree of ethics and even holiness, the missionaries did everything in their power to undermine it and demonstrate its inferiority and inauthenticity. From 1870 to 1900 this trend continued, despite a growing sympathy for the Buddha and Buddhism on the part of humanists and scholars. The outcome was a "demythologizing" of the Buddha to a status below that of Jesus as the prelude to the growth of conservative evangelical Christianity in Sri Lanka.Hakan Eilert gave a reassessment of Karl Reichelt, the Norwegian Lutheran missionary to China, where he arrived in 1893 after having a healing experience of nature mysticism. In this new light we can see better how the festival took shape around the original procession of initiates.A Calendar ProblemAn Athenian decree of ca. A.D. 220 lays it down that on 19 Boedromion the hiera, previously brought from Eleusis to Athens, shall be escorted from Athens to Eleusis by the company of ephebes.1 Admittedly, this is very late, and it is also a time of danger and disorder, as reflected in the decree. Yet the sole concern is to maintain the old ways (the very style of the decree is archaizing). The calendar day cannot be questioned.Plutarch, however, says repeatedly that on 20 Boedromion the statue of Iacchus is escorted from Athens to Eleusis.2 He must have known the occasion at first hand, and is moreover an expert on the calendar—on the character of each day of the month, treated in his work and in his commentary on Hesiod, and on all commemorative days in the year, many of which are noted in the Lives and the Essays. And this day, 20 Boedromion, was redolent of history as no other—of Salamis, of Alcibiades, of Phocion. Again, the calendar day cannot be questioned.The usual recourse has been to say that a single procession, with both the hiera and Iacchus, spanned two calendar days: the procession left Athens in the daytime, which was counted as 19 Boedromion, and arrived at Eleusis in the evening (and led into a nighttime celebration), which was counted as 20 Boedromion.3 Varro is cited in support. For in the book De Diebus of his great work Res Humanae, in discussing the possible limits for a calendar day (an interesting question before we settled on the midnight epoch), Varro stated that the Athenians reckoned the day from sunset to sunset.4 A daytime departure would then fall on one day, and an evening arrival on the next.On general grounds, this is not implausible. The day was so reckoned by the peoples of Mesopotamia, Assyrians and Babylonians and others, for both astronomical and ritual purposes, over thousands of years. Homer says "dawn," not "day," to mark the passage of time ("When the twelfth dawn had come..."). The edition, organized originally by Ernst Behler and Bernd Magnus, is a translation of the celebrated _Kritische Studienausgabe in 15 Bänden_ edited by Giorgio Colli and Mazzino Montinari. The book is the first to appear under the editorial direction of Alan D. Schrift, Keith Ansell-Pearson, and Duncan Large, and to incorporate subsequent corrections to the 1980 edition. Continuing the (...) positivistic turn of _Human, All Too Human_, _Dawn_ is the second installment in the free spirit trilogy that culminated in _The Joyful Science_. One of Nietzsche's "yes-saying" books, it marks his first significant confrontation with morality and offers glimpses of many of the signature themes in his mature works. _Dawn_ has come to be admired in recent years for its ethical naturalism, psychological observations, and therapeutic insights. Nietzsche employs the concept of pregnancy metaphorically at various points in his writings; discussing the pregnancy of philosophers (GM III 8, BGE 292), spiritual pregnancy (EH, Clever 3; GS 72) and being pregnant with thoughts or deeds (D 552). I explore how Nietzsche uses the notion of pregnancy in Dawn, arguing that it connects to the theme of self-cultivation. I employ the various associations that Nietzsche makes with pregnancy, including the unknown, selfishness, strangeness, and solitude, to elucidate Nietzsche’s understanding (...) of self-cultivation. I show how the metaphor of pregnancy, in which we do not control what we give birth to, both expresses and helps us explore the problem of what, if the self is made up of and directed by many competing drives, shapes and directs self-cultivation. I argue that Nietzsche’s deliberate references to the context of Plato’s discussion of pregnancy involve a self-conscious challenge to Plato’s concept of the philosopher, and of philosophy, and a reimagining of what they will give birth to. The appropriation of Plato’s famous metaphor thus underscores how Nietzsche’s concept and method of self-cultivation contrasts to Plato’s care for the soul and is rooted in attentiveness to the body and its drives. ABSTRACT As a classical philologist, Nietzsche was extremely familiar with the work of many ancient Greek writers. It is well known that Nietzsche made a practice of identifying with and praising ancient thinkers with whom he felt a kinship. It is worth investigating, then, whether Nietzsche's mention of Hippocrates in D signals a sustained interest in the so-called father of medicine. I argue that there is no evidence that Nietzsche paid special attention to Hippocrates or the Hippocratic corpus. Instead, Nietzsche's (...) curious allusion to Hippocrates is likely influenced in part by his reading of the Comtean positivist Émile Littré. Finally, I argue that if Nietzsche is consciously “Hippocratic” at all, he is so in virtue of the “medical posture” he adopts in D, where Nietzsche's remarks suggest his mission is to relieve humankind of the psychological suffering caused by morality. Although caution ought to be exercised when it comes to his retrospective assessment of his past works, Nietzsche’s EH accurately describes D as a significant beginning, and a preparatory work. The preparation in question is for a broad critical reappraisal of the function of morality. More specifically, the object of Nietzsche’s critique is that which he titles “customary morality.” It is D that got the ball rolling on this project, as well as on many familiar Nietzschean themes that find arguably (...) maturer exposition in later works, those more systematically studied on university syllabi. Pierre Gassendi (b. 1592, d. 1655) was a French philosopher, scientific chronicler, observer, and experimentalist, scholar of ancient texts and debates, and active participant in contemporary deliberations of the first half of the seventeenth century. His significance in early modern thought has in recent years been rediscovered and explored, towards a better understanding of the dawn of modern empiricism, the mechanical philosophy, and relations of modern philosophy to ancient and medieval discussions. Through an arch-empiricism—tempered by adherence to key elements (...) of Church doctrine—Gassendi views metaphysics as a realm for speculation grounded in the possibility of empirical confirmation, logic as a psychologistic and probabilistic enterprise, knowledge of the external world as built on and subject to sensory-based evidence, and ethics in quasi-hedonist, possibly quantifiable terms. His philosophy is a constant review of other sources, a thorough consideration of the landscape into which his own empiricism fits and represents an alternative to contrasting claims, past and present. Other hallmarks of his thought include an atomist matter theory, explorations and defenses of the new physics, objections to the Meditations, and refutations of contemporary Aristotelians and mystical thinkers. His presentation of an empiricism, atomism, and new cosmology in historical and philosophical context greatly advanced the community of scholarship in his day, and represents a then-new model of research and exposition. Zola and we may be justified in applying this aphorism when we venture on a some what similar survey and attempt an artificial selection from World-Philosophy throughout the ages. My aim, however, is not to elaborate any finished outline of all the philosophical conceptions that have arisen in East and West up to the present day, but merely to indicate the essential and fundamental tendencies and principles. In tracing the sources of Western Philosophy to Plato and Aristotle, and still earlier to the pre-Socratics of ancient Greece, I became convinced that all translations are, to a greater or less degree, modes of interpretation. I studied the Classics, therefore, from the linguistic standpoint, and this procedure ultimately developed into a philosophical method intimately associated with the psychological aspects of Philology. In pursuing this task I discovered at the same time the specifically material basis of all Western thought. In other words in my regress from the history of modern Philosophy to the dawn of Greek speculation, or to repeat to the pre-Socratics, I found myself able to trace the main trends of Western Philosophy to the prior era of the Greek Sophists, whose outstanding role as the actual founders of Western thought is, in my opinion, too frequently underestimated. Their basic dogma which has held good in the West ever since was, Man is the Measure of all things. At this point an equally important feature must be emphasized for throughout this age of the Sophists there persists the profound contrast between the typically Western, and the equally distinctive Eastern, intellectual and spiritual atmospheres. In this connection, still further, I was deeply impressed by the far-reaching divergence of the Western anthropological tendency from the older cosmic out look upon Man as being part and parcel of the Universe And this radical antithesis is to be dis cerned in contemporary Greek drama.
